Job Description Summary

The PHSS (Preparedness, Health and Safety Services)Training Specialist III is primarily responsible for securing a full complement of qualified training personnel through instructor recruitment, development and maintenance of authorizations.Additionally, the incumbent is responsible for implementing initiatives to increase the effective delivery of quality PHSS training programs for all product lines within assigned territory. This position manages paid and volunteer instructors as well as instructor trainers. Ensures quality assurance and resource optimization of training personnel & equipment including managing and compliance for fixed training sites roll out of new programs and services. Conducts employee performance reviews as appropriate. Operates within budgetary restrictions. This position is responsible for adhering to all administrative activities that support policies and process.


  • Bachelor's degree or equivalent work experience in Education, Human Resources/Training, or similar discipline preferred.

  • A minimum of 3 years of experience in a quality assurance, logistics or training position. American Red Cross PHSS experience including Instructor Trainer in at least one specialty area required. IT development process in progress will be accepted.

  • A minimum 1 year of supervisory management experience required

  • Work requires professional written and verbal communication and interpersonal skills. Ability to simultaneously manage several projects and motivate teams under tight deadlines. Ability to participate in and facilitate group meetings.

  • Work in education or service industry is a plus, but not required.

  • Basic computer skills and demonstrated ability to utilize MS Office programs


  1. Recruiting:Responsible for recruiting, retaining and managing instructor network within the approved territory FTE budget.

  2. Training:Develops and ensures that quality instruction is provided to meet demand for PHSS services. Manages the training function, i.e. recruiting, retaining, and managing the paid and volunteer instructor network. Conducts onboarding sessions and arranges on-the-job training and mentoring process for new hires. Responsible for arranging an ongoing technical training for current instructor cadre. Ensures high quality training will be delivered. May be required to provide on call customer and instructor support.

  3. Volunteer Engagement:Responsible for ensuring volunteer engagement throughout the assigned territory.

  4. Quality Assurance: Responsible for implementing and applying quality assurance and control programs. Ensures that proper ARC protocols are followed to protect the organization's customer sand staff who participate in PHSS activities, e.g. class ratio, adequate adult supervision for youth courses, certificates of insurance.

  5. Resource Management:Responsible for efficient and effective use of resources, including budget and personnel. Responsible for the management and projections of instructor capacity to meet variable demands of course volumes. Ensures the implementation of annual Performance Goals and conducts performance reviews for paid and volunteer instructors. Identifies and addresses instructor deficiencies. Confers with management to conduct Performance Management Plans by setting goals and deadlines for improvement.

  6. Personnel Management:Manages all Instructor personnel (paid and volunteer) for the provision of quality PHSS training. Provides staff development training. Ensures credentialing of all instructors meet American Red Cross, State and Local requirements. Conducts performance reviews, providing constructive feedback. Provides supervision for trainers and instructor leadership teams. Will typically have 11 to 21 direct reports.

  7. Adherence to Policy and Procedures:Ensures adherence to Service Delivery policies and processes, utilizing operational reports to measure team success. Manages direct reports in effort to maintain their compliance with current policies and processes. Works closely with Service Delivery Manager making staffing and operational recommendations in effort to meet and exceed territories business goals.

  8. Communications:Engages in regular communications with instructors and the team regarding programmatic changes and quality management issues. Coordinates and conducts all messaging related to theEngage Survey.Responsible for an effective and open communication in effort to address concerns and areas for improvement.

Travel: 30 to 40% required
