American Red Cross Manager, Government Operations in Fairfax, Virginia

Job Description:

The American Red Cross is hiring a Government Operations Manager. This position reports to the Senior Director for Operations and Readiness and is accountable for the Government Operations functions within the Operations and Logistics division of Disaster Cycle Services at Red Cross National Headquarters. This position is responsible for serving as the primary point of contact between the Red Cross and numerous federal disaster preparedness and response agencies including the Federal Emergency Management Agency. Accordingly, this position is accountable for developing and maintaining 24 x 7 duty rosters for daily government operations liaison positions as well as managing the cadre of professionals who staff the National Response Coordination Center during times of its activation.

This position provides support to, and maintains close coordination with, the Director of Operations and Readiness in developing doctrine, tools and providing training to divisions and regions in support of the National Readiness Initiative and specifically the Supportive Community Readiness Pilot.


  • Serves as the primary point of contact with numerous federal agencies including FEMA-HQ Individual Assistance, DoD, HHS, HUD, USDA, NORTHCOMM, CDC, Civil Air Patrol, National Guard Bureau and others as appropriate to ensure operational planning, disaster readiness and coordination between the agencies.

  • Ensures appropriate Red Cross inclusion and participation in national level training and exercises within the federal government agency community.

  • Ensures written doctrine is developed, maintained and updated to support Government Operations at all levels of Disaster Relief Operations and at all phases of Disaster Cycles Services (Prepare/Respond/Recover.)

  • Provides NHQ support and coordination to deployed Government Liaisons during disaster operations.

  • Serves as primary point of contact for FEMA's National Response Coordination Center and develops and assigns staff for coverage as requested.

  • Develops job tools and training for deployed staff serving as Assistant Directors of External Relations.

  • Supervises and manages employees assigned to the Government Operations function at NHQ.

  • Serves as Emergency Support Function #6 (ESF6) subject matter expert and coordinates with FEMA on related planning and readiness activities.

  • Maintains the 24 x 7 duty roster for Government Operations NHQ coverage and provides guidance and resources to roster members.

  • Serves as the facilitation point for Red Cross' review and appropriate inclusion in the operational and readiness plans of other national organizations and agencies.

  • Represents the Red Cross at federal agency headquarters and multi-agency planning meetings.

  • Works closely with the Red Cross National Emergency Management Liaison to facilitate coordination, consistent messaging and doctrinal positions between government partner agencies and national professional associations as well as to support the DDSRD cadre.


Education: 4-year college degree or equivalent combination of education and experience. Degree in emergency management or public administration preferred.

Experience: 7-10 year's work experience in Emergency Management / Disaster Response field required including proven knowledge of Mass Care planning and experience in Emergency Operations Center coordination.

Management Experience: 1-3 years of staff and/or volunteer management experience required.

Skills and Abilities:

  • Track record in non-profit or government sector in emergency management coordination.

  • Familiarity with the National Response Framework, NGO and government mass care programs, NVOAD agency programs, operational readiness, government engagement, liaison programs, and general emergency management theory and practice.

  • Demonstrated experience in inter-agency planning and coordination.

  • Thorough knowledge and understanding of Emergency Support Function 6 and Mass Care planning.

  • Experience with building teams and collaborating with internal and external groups.

  • Ability to work in a matrixed management environment and effectively coordinate activities of multiple stakeholders simultaneously.

  • Excellent interpersonal skills and ability to work effectively and in a collegial fashion with people from a wide range of backgrounds and cultures.

  • Strong written and verbal communication skills in English.

  • Adept at producing learning materials such as outlines, manuals and guides.

  • Ability to work independently and prioritize multiple tasks.

  • Ability to supervise others and work well with volunteers, field staff, and executive management.

  • Ability to develop national programs and processes that will be implemented across a nationwide network of chapters.

  • Must be analytical, customer oriented, organized, and able to operate with an orientation toward strategic visioning.

  • Experience working for the Red Cross and Red Crescent Movement preferred.

Essential Functions/Physical Requirements

Depending on work assignment, may require ordinary ambulatory skills sufficient to visit other locations; or the ability to stand, walk and manipulate (lift, carry, move) light to medium weights of up to 20 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read technical information. Overall mobility is essential. May include sitting for long periods of time, driving a vehicle and working under challenging conditions.

Work Conditions:

Work is performed indoors with some potential for exposure to safety and health hazards related to emergency services relief work. May travel and participate in meetings and conferences throughout the country. Because the Red Cross is a disaster response organization, staff may be asked to be on 24-hour call during periods of major disaster.
